‘इंडिया स्मार्ट सिटी पुरस्कार’ 2018:

तीन वर्गों अर्थात परियोजना पुरस्कार, नवोन्मेषी विचार पुरस्कार एवं सिटी अवार्ड में 9 पुरस्कारों की इंडिया स्मार्ट सिटी पुरस्कार के तहत घोषणा की गई है, जिसे माननीय आवास एवं शहरी मामले मंत्री द्वारा 25 जून, 2017 को आरंभ किया गया था।

परियोजनाओं के क्रियान्वयन में विशेष रूप से शहरी पर्यावरण, परिवहन एवं गंत्यात्मकता तथा टिकाऊ समेकित विकास के वर्गों में परियोजनाओं के कार्यान्वयन में तेज गति प्रदर्शित करने के लिए सूरत स्मार्ट सिटी को सिटी अवार्ड के लिए चुना गया।

नवोन्मेषी विचार पुरस्कार:

नवोन्मेषी विचार पुरस्कार किसी परियोजना/विचार, विशेष रूप से टिकाऊ समेकित विकास की दिशा में उनके नवोन्मेषी, बॉटम-अप एवं रूपांतरकारी दृष्टिकोण के लिए प्रदान किया जाता है।

इस वर्ग में संयुक्त विजेता अपने समेकित कमान एवं नियंत्रण केन्द्र (आईसीसीसी) के लिए भोपाल तथा सुरक्षित एवं भरोसेमंद अहमदाबाद (एसएएसए) परियोजना के लिए अहमदाबाद रहे।

परियोजना पुरस्कार सात वर्गों में सर्वाधिक नवोन्मेषी एवं सफल परियोजनाओं को दिया जाता है, जो 01 अप्रैल, 2018 तक पूरी हो चुकी है।

चुनी गई परियोजनाएं हैं:

• ‘अभिशासन’ वर्ग के तहत पुणे से पीएमसी केयर
• ‘निर्मित पर्यावरण’ के तहत पुणे से स्मार्ट प्लेस मेकिंग
• ‘सामाजिक पहलू’ वर्ग के तहत एनडीएमसी एवं जबलपुर से स्मार्ट क्लास रूम, विशाखापत्तनम से स्मार्ट कैम्पस, पुणे से लाईट हाउस
• ‘संस्कृति एवं अर्थव्यवस्था’ वर्ग के तहत भोपाल से बी नेस्ट इन्क्यूबेशन सेंटर एवं जयपुर से राजस्थान स्कूल ऑफ आर्ट्स का संरक्षण
• ‘शहरी पर्यावरण’ के तहत भोपाल, पुणे, कोयम्बटूर से पब्लिक बाईक शेयरिंग एवं जबलपुर में अपशिष्ट से ऊर्जा संयंत्र
• ‘परिवहन एवं गंत्यात्मकता’ वर्ग के तहत अहमदाबाद एवं सूरत से समेकित पारगमन प्रबंधन प्रणाली (टीएमएस) एवं
• ‘जल एवं स्वच्छता’ वर्ग के तहत अहमदाबाद से एससीएडीए के माध्यम से स्मार्ट वाटर मैनेजमेंट

नवोन्मेषी विचार पुरस्कार:

• 7 शहरी विषय वस्तुओं में आसाधारण नवोन्मेषण को सम्मानित करना
• संबंधित विषय वस्तु (एक वर्ग से अधिक को समेकित करना)
• इसका योगदान नगरों के सफल रूपांतरण में होना चाहिए
• इसने बहु-हितधारक साझेदारी मॉडल एवं नागरिक सहयोग प्रदर्शित किया हो

मूल्यांकन:

संयुक्त राष्ट्र हैबिटेट, एशियाई विकास बैंक एवं एनआईयूए के अंतर्राष्ट्रीय/बहु-स्तरीय विशेषज्ञों की एक तकनीकी समिति ने नवोन्मेषण, प्रभाव एवं प्रतिकृति/अनुमापकता पर आधारित प्रतिवेदनों का मूल्यांकन किया।

What is Smart City?

A smart city is an urban area that uses different types of electronic data collection sensors to supply information which is used to manage assets and resources efficiently. This includes data collected from citizens, devices, and assets that is processed and analyzed to monitor and manage traffic and transportation systems, power plants, water supply networks, waste management, law enforcement, information systems, schools, libraries, hospitals, and other community services.

The smart city concept integrates information and communication technology (ICT), and various physical devices connected to the network (the Internet of things or IoT) to optimize the efficiency of city operations and services and connect to citizens. Smart city technology allows city officials to interact directly with both community and city infrastructure and to monitor what is happening in the city and how the city is evolving.

-          ICT is used to enhance quality, performance and interactivity of urban services, to reduce costs and resource consumption and to increase contact between citizens and government. Smart city applications are developed to manage urban flows and allow for real-time responses.

What is Indian Smart City Mission?

-          Smart Cities Mission, sometimes referred to as Smart City Mission, is an urban renewal and retrofitting program by the Government of India with the mission to develop 100 cities across the country making them citizen friendly and sustainable. The Union Ministry of Urban Development is responsible for implementing the mission in collaboration with the state governments of the respective cities.

-          Smart Cities Mission envisions developing an area within 100 cities in the country as model areas based on an area development plan, which is expected to have a rub-off effect on other parts of the city, and nearby cities and towns. Cities will be selected based on the Smart Cities challenge, where cities will compete in a countrywide competition to obtain the benefits from this mission.

-          It is a five-year program, where all of the Indian states and Union territories are participating, except West Bengal, by nominating at least one city for the Smart Cities challenge.

-          This was the first time, a Ministry of Urban Development (MoUD) program has used a competition- based method as a means of selecting cities for funding, and used an area-based development strategy.

Current Situation :

-          India Smart Cities Award were launched on 25 June 2017 with an objective to reward cities, projects and innovative ideas, promoting sustainable development in cities.

-          Surat has been awarded for showcasing "great momentum" in the implementation of projects under the Smart Cities Mission.

-          Under ‘India Smart Cities Award' 2018, Bhopal and Ahmedabad were selected in the ‘Innovative Idea' category for their transformative approach towards sustainable integrated development, while nine smart cities, including NDMC (New Delhi Municipal Council), bagged ‘Project' awards for innovative and successful projects in seven categories.

-          Joint winners in ‘Innovative Idea' category were Bhopal for its Integrated Command and Control Centre (ICCC) and Ahmedabad for Safe and Secure Ahmedabad (SASA) Project.

-          Under ‘Social Aspects' category, NDMC and Jabalpur (Madhya Pradesh) bagged the award for implementation of ‘smart classrooms' project, while Visakhapatnam was selected for its smart campus project and Pune for ‘lighthouse project' under which underprivileged youths of the city get a chance to explore possibilities for enhancing their skills and pursuing a meaningful career.

-          Under ‘urban environment' category, Bhopal, Pune and Coimbatore bagged the award for public bike sharing project, while Jabalpur was selected for its waste-to energy plant project.

-          Bhopal and Jaipur got the awards under ‘Culture and Economy' category, Ahmedabad and Surat under ‘Transport and Mobility' category, Ahmedabad under ‘Water and Sanitation' category and Pune under ‘Governance' and ‘Built Environment' categories .

Housing for All by 2022

Vision: Making housing affordable for people from every section of society

Implemented Cities: 305 cities and towns across nine states

Focus: To make housing affordable for eligible weaker sections (EWS) and low-income group (LIG) and eradicate slums

Initiatives: Constructing houses for the slum dwellers under the slum-rehabilitation scheme and providing loans at subsidised rates for the economically weaker sections.

 According to the 2011 Census, many rural cities turned urban with an increasing population but still they were still underdeveloped. A large number of slum dwellers were also identified in metros. Encroachments and informal settlements were also a growing menace. 'Housing for All scheme,' as the name suggests, ambitiously targets to eradicate slums and make housing affordable for the economically weaker section by 2022. Previous schemes of similar nature (Rajiv Awas Yojana, Affordable Housing in Partnership, Rajiv Rinn Yojana) were discontinued to make one comprehensive scheme called the 'PradhanMantri Awas Yojana- Housing for All by 2022.' It has partnered with public and private developers to build houses for the ones residing in informal settlements, especially the slums. Housing loan of up to Rs 6 lakh under this 'credit linked subsidy' will be available at a rate of 6.5 per cent for 15 years on houses built under the scheme. The ICICI Bank has stepped forward to provide home loans at subsidised rates.

भारत स्मार्ट शहर पुरस्कार (India Smart Cities Award) अंतर्गत तीन श्रेणींमध्ये एकूण नऊ पुरस्कारांची घोषणा केली गेली आहे. हे पुरस्कार प्रकल्प पुरस्कार, अभिनव कल्पना पुरस्कार आणि शहर पुरस्कार या श्रेणींमध्ये दिले जात आहे.
शहर पुरस्कार – सूरत (गुजरात)

• विशेषत: शहरी पर्यावरण, वाहतूक आणि गतिशीलता आणि शाश्वत एकात्मिक विकासाच्या श्रेणीत प्रकल्पांच्या अंमलबजावणीमध्ये दाखविलेल्या जोमासाठी शहर पुरस्कार दिला जात आहे.

अभिनव कल्पना पुरस्कार - भोपाळ (मध्यप्रदेश) आणि अहमदाबाद (गुजरात)

• शाश्वत एकात्मिक विकासाच्या यशप्राप्तीसाठी अभिनवता, तळागळापर्यंत संपर्क आणि परिवर्तनीय अश्या दृष्टिकोनासाठीचे उल्लेखनीय प्रकल्प / कल्पनांना अभिनव कल्पना पुरस्कार दिला जात आहे.

प्रकल्प पुरस्कार - सात श्रेणींमध्ये 1 एप्रिल 2018 पर्यंत तयार झालेल्या सर्वात अभिनव आणि यशस्वी प्रकल्पांना प्रकल्प पुरस्कार दिला जात आहे.

• ‘पर्यावरण निर्मिती' श्रेणी - पुणे (स्मार्ट प्लेस तयार करण्यासाठी)

पुरस्काराबाबत
शहरांमध्ये शाश्वत विकासाला चालना देण्यासाठी शहर, प्रकल्प आणि अभिनव कल्पनांना पुरस्कृत करण्याच्या उद्देशाने भारत सरकारने 25 जून 2017 रोजी ‘भारत स्मार्ट शहर पुरस्कार’चा शुभारंभ केला. फक्त स्मार्ट शहरेच या पुरस्कारासाठी पात्र आहेत. 3 श्रेणीत हे पुरस्कार दिले जातात. ते म्हणजे -
