भारत ने वेस्टइंडीज के खिलाफ टेस्ट सीरीज़ 2-0 से जीती

• भारत ने 14 अक्टूबर को वेस्टइंडीज के खिलाफ दो टेस्ट मैचों की सीरीज 2-0 से जीत ली।
• भारत ने दूसरे टेस्ट में वेस्टइंडीज को 10 विकेट से हराया।
• बता दें, पिछले पांच साल में भारत ने घरेलू मैदान पर यह लगातार 10वीं सीरीज जीती है। उसने आठवीं बार टेस्ट में 10 विकेट से जीत हासिल की।
• मैच में 10 विकेट (6+4) लेने वाले उमेश यादव को मैन ऑफ द मैच चुना गया। वहीं, डेब्यू टेस्ट में शतक लगाने वाले सबसे युवा भारतीय पृथ्वी शॉ मैन ऑफ द सीरीज बने।

नोवाक जोकोविच ने शंघाई मास्टर्स जीता

• सर्बिया के नोवाक जोकोविच ने 14 अक्टूबर को शंघाई मास्टर्स का खिताब अपने नाम कर लिया है।
• उन्होंने शंघाई मास्टर्स के फाइनल मुकाबले में क्रोएशिया के बोरना कोरिच को 6-3, 6-4 से हराया।
• बता दें, जोकोविच ने तीन साल बाद यह खिताब जीता है और उन्होंने रिकॉर्ड चौथी बार चैम्पियन बनने का गौरव हासिल किया है।
• इससे पहले 2012, 2013 और 2015 में उन्होंने जीत हासिल की थी।
• कोरिच पहली बार इस टूर्नामेंट के फाइनल में पहुंचे थे। उन्होंने सेमीफाइनल में स्विट्जरलैंड के रोजर फेडरर को हराया था।

भारतीय अंतर्राष्ट्रीय सिल्क फेयर -2018 नई दिल्ली में शुरू

• केन्द्रीय वस्त्र मंत्री स्मृति जुबिन ईरानी ने 16 अक्टूबर, 2018 को नई दिल्ली में छठे भारतीय अंतर्राष्ट्रीय रेशम मेला (आईआईएसएफ) का उद्घाटन किया।
• बता दें, भारत दुनिया में रेशम का दूसरा सबसे बड़ा उत्पादक देश है।
• रेशम उद्योग कृषि आधारित और श्रमजन्य उद्योग है, जो ग्रामीण क्षेत्रों में लगभग 80 लाख कारीगरों और बुनकरों को लाभदायक रोजगार उपलब्ध कराता है।
• देश के विभिन्न हिस्सों में निर्मित रेशम और मिश्रित रेशम उत्पादों के 108 से भी अधिक प्रदर्शक भारतीय सिल्क निर्यात संवर्द्धन परिषद (आईएसईपीसी) द्वारा प्रगति मैदान में आयोजित इस तीन दिवसीय मेले के दौरान अपने उत्पादों का प्रदर्शन करेंगे।
• यह मेला निर्यातकों के लिए अपने-अपने उत्पादों का प्रदर्शन करने और विदेशी खरीदारों के लिए खरीदारी के आदेश देने वाला मंच है।

दिल्ली में ग्रेडियड रिस्पांस एक्शन प्लान लागू

• शहर में वायु गुणवत्ता का स्तर गिरता जा रहा है। केन्द्रीय प्रदूषण नियंत्रण बोर्ड ने कहा है कि आने वाले दिनों में वायु प्रदूषण सूचकांक और नीचे आ सकता है।
• इस स्थिति से निपटने के लिए 15 अक्टूबर से ग्रेडेड रिस्पांस एक्शन प्लान (जीआरएपी) लागू हो गया है।
• इसके तहत दिल्ली में पार्किंग फीस बढ़ाई जा सकती है और डीजल से चलने वाले जेनरेटर भी बैन किए जा सकते हैं।
• यह कदम तब उठाए जाएंगे जब प्रदूषण की स्थिति लगातार 48 घंटों तक आपातकालीन, बेहद खतरनाक या बहुत खराब स्तर पर होगी।
• नो स्मोकिंग जोन की तर्ज पर बहुत ही जल्द राजधानी में ब्रीदिंग जोन दिखेंगे, जहां खुलकर सांस ली जा सकेगी। ऐसे जोन सार्वजनिक स्थानों पर बनाए जाएंगे, जहां हर कोई जा सके।
• यदि कहीं भी, किसी को दम घुटने जैसा लगे तो वह पास स्थित ब्रीदिंग जोन में जाकर राहत पा सकेगा।
• बता दें, हरियाणा और पंजाब में हर वर्ष अक्तूबर और नवंबर में धान तथा अप्रैल में गेहूं की पराली जलाना राष्ट्रीय राजधानी क्षेत्र में वायु प्रदूषण का सबसे बड़ा कारण है।
• पराली का यह धुंआ दिल्ली में सर्दियों के मौसम में कोहरे के साथ मिलकर वायु प्रदूषण और बढ़ा देता है।

चुनाव आयोग ने सी-विजिल ऐप को पायलट परियोजना के रूप में पेश किया

• निर्वाचन आयोग आगामी विधानसभा चुनाव वाले राज्यों में इंटरनेट आधारित मोबाइल एप्प 'सी-विजिल' शुरू कर रहा है।
• सी-विजिल अर्थात सिटिज़न-विजिल पहली बार विधानसभा चुनावों में, प्रायोगिक परियोजना के रूप में आरंभ किया जाएगा।
• इस एप्प का उपयोग चुनाव वाले राज्यों में आदर्श आचार संहिता लागू रहने के दौरान ही किया जा सकता है।
• सी-विजिल ऐप के माध्‍यम से आम नागरिकों को मौके से आचार संहिता के उल्‍लंघन की सूचना, फोटो या वीडियो के जरिये भेजने का अवसर प्राप्‍त होगा।
• सी-विजिल एक सिटीजन सैंट्रिक एन्‍ड्रॉयड आधारित मोबाइल ऐप है, जिसकी सहायता से कोई भी नागरिक निर्वाचन प्रक्रिया के दौरान आचार संहिता के उल्‍लंघन के संबंध में कोई भी गतिविधि उनको दिख रही है तो उसकी ऑनलाइन सूचना सक्षम अधिकारी को दे सकते हैं।
• सी-विजिल ऐप के जरिये प्राप्‍त शिकायतों पर चुनाव आयोग के विभिन्‍न दल मौके पर पहुंचकर समय-सीमा के भीतर जरूरी कार्रवाई करेंगे।

अफगान राजनयिकों को प्रशिक्षण देने के लिए भारत और चीन का संयुक्त कार्यक्रम

• भारत और चीन ने अफगानिस्तान के राजनयिकों को प्रशिक्षित करने के लिए पहला संयुक्त कार्यक्रम शुरू किया है।
• चीन के वुहान शहर में अप्रैल में प्रधानमंत्री नरेंद्र मोदी और चीनी राष्ट्रपति शी चिनफिंग के बीच अफगानिस्तान में संयुक्त कार्यक्रम शुरू करने पर सहमति बनी थी।
• बीजिंग में भारतीय दूतावास द्वारा 13 अक्टूबर को किये गए एक ट्वीट के अनुसार, ‘अफगानिस्तान में भारत के राजदूत (विनय कुमार) ने 10 अफगान राजनयिकों का स्वागत किया।
• सभी अफगान राजनयिक भारत, चीन और अफगानिस्तान के बीच त्रिपक्षीय सहयोग के तहत भारत-चीन संयुक्त प्रशिक्षण कार्यक्रम के वास्ते भारत जाएंगे।
• अफगान राजनयिकों के लिए पहला भारत-चीन संयुक्त प्रशिक्षण कार्यक्रम 15-26 अक्टूबर के बीच आयोजित किया जाएगा।

ओडिशा पुलिस के एसओजी अधिकारी प्रमोद कुमार को अशोक चक्र

• ओडिशा पुलिस के विशेष अभियान समूह (एसओजी) के एक सहायक कमांडेन्ट को नक्सलियों के साथ मुठभेड़ के दौरान अपना प्राण न्योछावर करने के लिए मरणोपरांत अशोक चक्र से सम्मानित किया गया है।
• गंजम जिले के गोसामा जंगल और फूलबनी जिले के निकटवर्ती इलाके में सुरक्षा बलों और माओवादियों के बीच मुठभेड़ के दौरान 16 फरवरी 2008 को सहायक कमांडेन्ट प्रमोद कुमार सतपथी शहीद हो गये।

लिंडर पेस ने जीता सैंटो डोमिंगो ओपन

• भारतीय टेनिस खिलाड़ी लिंडर पेस ने सीजन का अपना दूसरा चैलेंजर-स्तरीय खिताब जीता है, उन्होंने सैंटो डोमिंगो ओपन ट्रॉफी का ख़िताब साथी मिगुएल एंजेल रेयस-वेरेला के साथ जीता है।
• दूसरी-वरीयता प्राप्त इस इंडो-मेक्सिकन जोड़ी ने लगातार दूसरा फाइनल खेला।
• उन्होंने सैंटो डोमिंगो डोमिनिकन रिपब्लिक में एक घंटे और 26 मिनट तक चले इस मुकाबले में एरियल बेहार और रॉबर्टो क्विरोज को 4-6, 6-3, 10-5 से हराया।

Novak Djokovic wins Shanghai Masters of tennis

• Novak Djokovic won a record fourth Shanghai Masters title with a 6-3, 6-4 win over 13th-seeded Borna Coric on 15 Oct.
• The second-seeded Djokovic has won all four Shanghai finals he's contested in his career (2012, 2013, 2015 and 2018).
• Djokovic holds an 11-0 overall record in finals played in China, where he also won the Beijing tournament six times and the 2008 year-end Tennis Masters Cup held in Shanghai.

India International Silk Fair -2018 begins in New Delhi

• Union Minister of Textiles, Smriti Zubin Irani inaugurated the 6^th edition of India International Silk Fair (IISF) in New Delhi on October 16, 2018.
• Over 108 exhibitors of silk and blended silk products manufactured in different parts of the country will display their produce during the three-day event, organised by the Indian Silk Export Promotion Council (ISEPC).
• The IISF-2018 is expected to generate  business of over USD 20 million for the small and medium enterprises (SMEs) engaged in producing silk and blended silk garments, fabrics, accessories and floor covering.
• Silk Production in India
  • India is the 2^nd largest producer of silk in the world. 
  • The silk industry is agriculture based and labour intensive and provides gainful employment to around 8 million artisans and weavers in rural areas.
  • China is the largest producer of silk.
  • India is the only country producing all the four known commercial silks, namely, mulberry, tasar, eri, and muga.
  • Currently, 85 Lakh people are employed in sericulture industry.
  • India has set a target to be self-reliant in the production of silk by 2020.

Graded Response Action Plan comes into force in Delhi

• An emergency action plan has been implemented in the national capital to combat air pollution that has begun to show a trend towards poor category. 
• Central Pollution Control Board has predicted further fall in the air quality index in the coming days. 
• Under the emergency plan called Graded Response Action Plan (GRAP), stringent actions will be implemented based on the air quality of the city.

  • In November 2016, the Supreme Court of India had directed the government to frame and implement a Graded Response Action Plan (GRAP) to control air pollution under various categories of the National Air Quality Index (AQI). 
  • Installation of Continuous Ambient Air Quality Monitoring Stations (CAAQMS): Delhi, Haryana, Uttar Pradesh and Rajasthan have initiated work on setting up these stations. 
  • The state pollution control boards of UP and Haryana have been directed to monitor pollution from thermal power plants.
  • The Delhi police and Delhi Transport Department are working to strictly enforce directions of the Supreme Court, which requires only trucks destined for Delhi and not older than 10 years to be allowed entry after payment of an Environment Compensation Charge (ECC). 
• Problems Remain:
  • However, burning of residue crops in Haryana, Punjab and Uttar Pradesh remains a challenge.
  • Secondly, increasing number of cars and transport remains another problem which won’t be resolved until public transport system becomes more efficient.
  • Garbage burning, road and construction dust are also problematic in the winters.

Election Commission introduces C-vigil app as pilot project

• The Election Commission of India is introducing the unique internet based mobile app C-vigil in the upcoming assembly polls.
• The ‘CVIGIL’, which stands for ‘citizens’ vigil’, will be operationalised for the first time as a pilot project. 
• It allows voters to send geo-tagged videos and photos of any violations that take place during elections, including distribution of money or gifts by political parties or even hate speeches being made while canvassing.
• It was first launched in Karnataka elections.
• The election commission has now decided to extend the service during the upcoming assembly polls in Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram.
• Purpose: To report any violation of the Model Code of Conduct (MCC) during elections.
• Model Code of Conduct:
  • It is a set of guidelines issued by the Election Commission of India for conduct of political parties and candidates during elections mainly with respect to speeches, polling day, polling booths, election manifestos, processions and general conduct. 
  • The Model Code of Conduct comes into force immediately on announcement of the election schedule by the commission for the need of ensuring free and fair elections.
  • The MCC is not enforceable by law.
  • However, certain provisions of the MCC may be enforced through invoking corresponding provisions in other statutes such as the Indian Penal Code, 1860, Code of Criminal Procedure, 1973, and Representation of the People Act, 1951.

India, China launch their first joint programme for Afghanistan to train its diplomats

• The first India-China Joint Training Programme for Afghan Diplomats will be held from October 15-26, according to the Ministry of External Affairs.
• The joint training programme is being held after an understanding for such a cooperation was reached during an informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping held in April 2018 at China's Wuhan city.
• China and India are two big neighbours Afghanistan has, and much of the stability in this region depends upon the cooperation between these two countries.
• China-India joint stabilization and development efforts will achieve their shared longer-term goal of increased connectivity across the new and old Silk Roads, the heart of which is Afghanistan.
• It is important for India to have a strong presence in Afghanistan as its number of international projects will go through this region such as TAPI (Turkmenistan, Afghanistan, Pakistan and India) pipeline.

Ashok Chakra for Odisha Police’s SOG officer Pramod Kumar Satpathy

• An Assistant Commandant of the Odisha Police’s Special Operations Group (SOG) has been conferred with the Ashok Chakra posthumously for sacrificing his life while fighting the Naxals.
• Assistant Commandant Pramod Kumar Satpathy laid down his life on February 16, 2008 during a fire-fight between the security forces and the Maoists in the Gosama jungle of Ganjam district and adjoining areas of Phulbani district.
• Ashoka Chakra
  • Ashoka Chakra is India's highest peacetime military decoration awarded for valour, courageous action or self-sacrifice away from the battlefield.
  • It is the peacetime equivalent of the Param Vir Chakra, and is awarded for the "most conspicuous bravery or some daring or pre-eminent valour or self-sacrifice" other than in the face of the enemy.

Formations of Integrated Battle Groups (IBG) cleared

• Integrated Battle Groups (IBG) is a specialized agency of Indian army which consists of elements like air power, artillery, armour etc.
• The biennial Army Commanders Conference held in New Delhi cleared formations of the IBGs.
• The IBGs are smaller and more flexible allowing faster mobilization and more flexibility to the army.
• Indian Army: Does it need a right sizing?
  • The Indian Army is battling a bulge in its revenue expenditure, leaving less and less for capital purchases.
  • During 2010, the Indian Armed Forces had a reported strength of 1.4 million active personnel and 2.1 million reserve personnel.
  • In addition, there were approximately 1.3 million paramilitary personnel, making it one of the world's largest military forces.
  • Indian army is struggling to get modern weapons and advance technologies as the financial burden to sustain this large army eats all the capitals.
  • Right-sizing of the Indian Army is likely to reduce manpower by 100,000 to 150,000 men, leading to saving of Rs 7000 crore every year.
  • The right-sizing exercise will lead to merges some verticals or do away with those that are redundant.
  • For example, separate wings like the Directorate of Perspective Planning and Directorate General of Weapons and Equipment will be merged. Similarly, serving officers will no longer work at the National Cadet Corps, which will instead be run by retired officers.

• दिनांक 15 ते 18 ऑक्टोबर 2018 या कालावधीत नवी दिल्लीत 5वा ‘भारत आंतरराष्ट्रीय रेशीम मेळावा-2018’ (IISF-2018) भरविण्यात आला आहे.
• या कार्यक्रमाचे आयोजन भारतीय रेशीम निर्यात जाहिरात परिषद (Indian Silk Export Promotion Council -ISEPC) कडून केले गेले आहे.
• भारत जगातला दुसरा सर्वात मोठा रेशीम उत्पादक देश आहे. या व्यवसायामुळे ग्रामीण भागात सुमारे 8 दशलक्ष कारागीरांना रोजगार मिळतो.

दिल्लीत श्रेणीबद्ध प्रतिसाद कृती योजना अंमलात आणली जाणार

• दिनांक 14 ऑक्टोबर 2018 पासून दिल्लीमध्ये श्रेणीबद्ध प्रतिसाद कृती योजना (Graded Response Action Plan) लागू केली जात आहे. वायुप्रदूषणाची पातळी ‘दरिद्री’ पातळीकडे झुकत असल्याने उपाय योजना म्हणून वायुप्रदूषण टाळण्यासाठी आपत्कालीन कृती योजना लागू केली जात आहे.
• शहराच्या हवेच्या गुणवत्तेच्या आधारावर योजनेच्या अंतर्गत कडक कारवाई केली जाणार आहे. हवेची गुणवत्ता मध्यम ते दरिद्री श्रेणीत असल्यास कचरा जाळण्यास प्रतिबंध, विटा बनविणारे कारखाने आणि उद्योगांमध्ये प्रदूषणाच्या नियंत्रणासंबंधी सर्व नियम लागू करण्यासारख्या उपाययोजना केल्या जाणार.
• जर हवेची गुणवत्ता दरिद्री श्रेणीच्या खाली आल्यास डिझेल जनरेटर सेटवर बंदी घालणे आणि पार्किंग शुल्क वाढविणे अश्या अतिरिक्त उपाययोजना लागू केल्या जातील.

निवडणूक आयोगाचे ‘सी-व्हिजिल’ अॅप

• भारतीय निवडणूक आयोगाने आगामी विधानसभा निवडणुकीत उपयोगात येणारे ‘सी-व्हिजिल’ (सिटीझन व्हिजिल / CVIGIL) नावाचे इंटरनेट आधारित मोबाइल अॅप सादर केले आहे.
• आचारसंहिता लागू असताना नागरिकांकडून अॅपच्या माध्यमातून पाळत ठेवण्याकरिता प्रायोगिक तत्वावर प्रथमच हे अॅप सुरू करण्यात येणार आहे.

अफगाणिस्तानाच्या राजनैतिकांना प्रशिक्षण देण्यासाठी भारत आणि चीनचा पहिला संयुक्त कार्यक्रम

• अफगाणिस्तानाच्या राजनैतिकांना प्रशिक्षण देण्यासाठी नवी दिल्लीत दिनांक 15 ते 25 ऑक्टोबर 2018 या कालावधीत भारत आणि चीनचा पहिला संयुक्त कार्यक्रम राबविण्यात आला आहे. या प्रशिक्षणात अफगाणिस्तानाच्या 10 राजनैतिकांनी भाग घेतला आहे.
• अफगाणिस्तान हा आशियाच्या मध्यभागी असलेला एक भूपरिवेष्टित देश आहे. याची राजधानी ‎काबुल हे शहर आहे. या देशात ‎दारी, पश्तू या अधिकृत भाषा बोलल्या जातात. अफगाण अफगाणी हे राष्ट्रीय चलन आहे.

• सामन्यात 10 बळी मिळवणार्‍या उमेश यादवला सामनावीर आणि भारताच्या पृथ्वी शॉला मालिकावीर घोषित करण्यात आले आहे.

नोव्हॅक ज्योकोव्हिक शांघाय मास्टर्स टेनिस क्रिडास्पर्धा जिंकली

• शांघाय (चीन) येथे झालेल्या ‘शांघाय मास्टर्स 2018’ या टेनिस क्रिडास्पर्धेचे सर्बियाच्या नोव्हॅक ज्योकोव्हिकने विजेतेपद पटकावले आहे. स्पर्धेच्या अंतिम लढतीत ज्योकोव्हिकने क्रोएशियाच्या बोर्ना कोरिकचा पराभव केला.
• शांघाय मास्टर्स ही एक व्यावसायिक पुरुष टेनिस स्पर्धा आहे, जो आऊटडोर हार्ड कोर्ट्सवर खेळली जाते आणि ऑक्टोबरच्या सुरुवातीला दरवर्षी चीनच्या शांघाय राज्याच्या मिन्हांग जिल्ह्यात किझहॉँग फॉरेस्ट स्पोर्ट्स सिटी एरिना येथे आयोजित केली जाते. या स्पर्धेची स्थापना 2009 साली करण्यात आली.

• ओडिशा पोलीस विभागाच्या विशेष मोहीम गटाचे (SOG) सहाय्यक कमांडंट प्रमोद कुमार सतपथीयांना मरणोपरांत अशोक चक्राने सन्मानित करण्यात आले आहे.
• 16 फेब्रुवारी 2008 रोजी गंजम जिल्ह्यात नक्षलवाद्यांशी झालेल्या चकमकीत सतपथी यांना वीरगती मिळाली.
• अशोक चक्र हा शांततेच्या वेळी शौर्याचे प्रदर्शन दाखविणार्‍या सैनिकाला दिला जाणारा देशातला सर्वोच्च शौर्य पुरस्कार आहे. हा सन्मान 1952 सालापासून दिला जात आहे.

संरक्षण दलात इंटिग्रेटेड बॅटल ग्रुप (IBG) तयार करण्यासाठी मंजुरी

• नवी दिल्लीत दिनांक 14 ऑक्टोबर 2018 रोजी झालेल्या आर्मी कमांडर्स कॉन्फरन्समध्ये भारतीय लष्कराचे लहान आकाराचे संपूर्णपणे आत्मनिर्भर असे इंटिग्रेटेड बॅटल ग्रुप (IBG) तयार करण्यासाठी अंतिम मंजुरी देण्यात आली आहे.
• इंटिग्रेटेड बॅटल ग्रुपमध्ये (IBG) हवाई क्षमता, शस्त्रास्त्रे इत्यादी घटकांचा समावेश असणार आहे. हे संरक्षण दलाचे एक विशेष लढाऊ पथक असणार आहे. पथकात प्रत्येकी 8-10 ब्रिगेडचा समावेश असणार. प्रत्येक ब्रिगेडमध्ये प्रत्येकी 800 सैनिकांचे 3 ते 4 तुकड्या असतील.
