Prime Minister dedicates National Police Memorial to nation

• Prime Minister Narendra Modi dedicated the National Police Memorial (NPM) to the nation in New Delhi on the occasion of the Police Commemoration Day.
• The memorial has been built in recognition of the supreme sacrifice made by police personnel since independence.

  • The Police Commemoration Day is observed on this day every year in memory of the policemen martyred at Hot Springs in Ladakh by Chinese troops on 21st October 1959.
  • The National Police Memorial represents all States and Union Territory  Police Forces and Central Police Organizations of the country.

US to withdraw from Intermediate-Range Nuclear Forces Treaty with Russia

• US President Donald Trump has annuounced to withdraw from Intermediate Range Nuclear Forces (INF) treaty signed in 1987.
• The deal banned ground-launched medium-range missiles, with a range of between 500 and 5,500km.
• What is INF?
  
  • INF treaty was signed between then US president Ronald Reagan and Russian president Mikhail Gorbachev.
  • It led to nearly 2700 short and medium range missiles being eliminated.
  • It helped to put an end to dangerous standoff between US Pershing and cruise missiles.
  • President George W Bush in 2002 pulled the US out of the Anti-Ballistic Missile Treaty, which banned weapons designed to counter ballistic nuclear missiles.
  • In 2007, Russian president Vladimir Putin declared the treaty no longer served Russia's interests.
  • The move came after the US withdrew from the Anti-Ballistic Missile Treaty in 2002
  • In 2014, then president Barack Obama accused Russia of violating the treaty after Russia tested ground launched cruise missile.

  • The arms race will intensify as the world’s two powerful nations are out of the treaty.
  • European countries are again at risk as confrontation between NATO and Russia will also intensify.

Druk Nyamrup Tshogpa to form new govt in Bhutan

• The Druk Nyamrup Tshogpa (DNT) party will form new government in Bhutan.
• DNT has won 30 seats in 47 member National Assembly, the lower house of the parliament.
• This is the first time in Bhutan’s decade old parliamentary democracy that a new party has been chosen to form the government.
• DNT leader Lotay Tshering will become the Prime Minister of Bhutan.  
• He is urology surgeon who trained in Bangladesh and Australia, vowed to work for "nation building" in the country which is battling high foreign debt.

  • Bhutan is a landlocked country in South Asia.
  • It is bordered with four Indian states Arunachal Pradesh, Assam, Sikkim and West Bengal.
  • It is second least populated country in South Asia.
  • It has a parliamentary democracy with king of Bhutan as the head of state.
  • It is one of the founding members of SAARC.
  • India and Bhutan revised their friendship treaty in 2007.
  • In 2017, India and China were engaged in a tense military standoff on Bhutan’s Doklam plateau after Chinese troops moved road building and construction equipment onto the plateau.
  • When the Chinese side brushed off objections raised by Bhutanese soldiers, Indian troops intervened leading to the face off that was resolved on 28 August.

INS Vikramaditya completes Rs 705-crore refit

• India’s only aircraft carrier INS Vikarmaditya is set to sail from the Kochi port on October 23 for basin trials before returning to its home port at Karwar after undergoing a five-month refit at a cost of ₹705 crore at the Cochin Shipyard.
• Commissioned in November 2013, the ship is assigned to the Western Fleet and is based at Karwar in Karnataka. 
• The total designated crew strength of INS Vikramaditya is 145 officers and 1,600 sailors.
• India is also working on developing INS Vikrant which was scheduled to be delivered in 2018.
• India’s ambitious biggest aircraft carrier INS Vishal which will be 65000 ton carrier expected to be commissioned in 2025.

Mumbai wins Vijay Hazare Trophy of Cricket

• Mumbai defeated Delhi by four wickets to win their third Vijay Hazare Trophy title at M Chinnaswamy stadium.
• After winning the toss, Mumbai chose to field and bowled out Delhi for 177.
• Aditya Tare, Mumbai batsman struck a half century to lead the Delhi side.
• Mumbai last won the Vijay Hazare Trophy in 2006 by defeating Rajasthan.

  • The Vijay Hazare Trophy, also known as the Ranji One Day Trophy, was started in 2002–03 as a limited-overs cricket domestic competition involving state teams from the Ranji Trophy plates.
  • It is named after the famous Indian cricketer Vijay Hazare.

RBI steps in to ease NBFC woes

• The Reserve Bank of India (RBI) on 19 Oct incentivized bank lending to non-banking financial companies (NBFCs) by easing liquidity norms and increasing the ceiling for lending to a single NBFC until 31 December.
• The central bank allowed banks to use government securities as level 1 high quality liquid asset (HQLA) equivalent to the bank’s incremental lending to NBFCs and housing finance companies (HFCs) after 19 October 2018.
• It is expected that RBI’s move will facilitate additional lending of Rs. 59000 Cr to NBFCs.
• Currently banks hold more than 29% of their NDTL in government securities as SLR while the RBI mandated them to hold at least 19.5%.
• After the ILF&S crisis, banks and investor have become wary of NBFCs and there is a liquidity crunch.
• Shares of NBFCs are downgraded and shares have plumped in the share market.
• What is NBFC?
  
  • NBFC is a financial institution that offer various banking services but don’t have a banking licence.
  • They are not allowed to take deposits from the general public.
  • NBFC, however, can offer banking services such as loans and credit facilities.
  • It is registered under the Companies Act, 1956.
  • NBFCs are not a part of the payment and settlement system.
  • RBI has been entrusted with the responsibility of regulating and supervising the NBFC.

Four Himalayan peaks named after former PM Atal Bihari Vajpayee

• Four Himalayan peaks near Gangotri glacier have been named after former Prime Minister Atal Bihari Vajpayee.
• The peaks are located at 6,557m, 6,566m, 6,160m and 6,100m on the right flank of Gangotri glacier.
• Located near Sudarshan and Saifi peaks in Raktvan valley, the peaks have been named Atal-1, 2, 3 and 4.
• The Gangotri Group of mountains is a subdivision of the Garhwal Himalaya in the northern Indian state of Uttarakhand.
• Gangotri glacier is one of the primary sources of Ganges.

  • Himalayan Range:
  • It is the highest and youngest mountain range of India.
  • Nanga Parbat and Namcha Barwa is considered as the western and eastern point of the Himalayas.
  • Mount Everest is the highest peak of the world at 8848m situated in Nepal.
  • Karakoram or Pirpanjal Range
  • Karakoram Range and Pir Panjal Range lies to the North-west and south of the Himalayan Range.
  • A major part of the Karakoram Range lies under the disputed category of Indian and Pakistan and both countries have declared a claim over it.
  • K2, the second highest peak of the world, at 8,611m lies in the Karakoram Range.
  • Hindu-Kush, an extension of the Karakoram Range runs in Afghanistan.
  • The Siachen Glacier and The Biafo Glacier, which are world's 2nd and 3rd largest glaciers, are located in this range.
  • Eastern or Poorvanchal Range
  • The Purvanchal Range can be considered as the extension of Himalayas in the eastern part of India although the range is not as high as the Himalayas.
  • The Purvanchal Range or the Eastern Mountain Range comprises three parts: The Patkai-Bum Hill, The Garo-Khasi-Jaintia Hills and Lushai Hill (Mizo Hill).
  • Mawsynram, in Meghalaya is the wettest place on Earth because of these hills and it lies in the Khasi Hill.
  • Vindhya Range
  • The Satpura and Vindhaya Range lies in central India and both these ranges run parallel to each other.
  • Out of these two, Satpura range is higher in length and is the source of rivers like Narmada and Tapti.
  • Kalumar Peak (752m) and Duphgarh Peak (1350m) are the highest point in Vindhaya and Satpura range.
  • Aravalli Range
  • The Aravalli Range is also the oldest mountain range in the world.
  • It passes Indian states of Delhi, Haryana, Rajasthan and Gujrat.
  • Guru Shikhar is highest point of Aravalli Range with total elevation of 1722m.
  • Western Ghats
  • Western Ghats is 1600m long mountain range that runs from Gujrat to Kanyakumari in south India.
  • This mountain range is also called "Sahyadri Mountains".
  • It comprises the mountain range of Nilgiris, Anaimalai and Cardomom.
  • Anaimalai Hills with elevation of 2695 m in Kerala is highest peak of this range.
  • Western Ghats is one of the UNESCO World Heritage Sites and has great bio-diversity.
  • It is home for some 139 mammal species, 508 bird species, 179 amphibian species and 250 reptile species.
  • Eastern Ghat
  • Eastern Ghats is mountain range running in eastern part of Indian Peninsula parallel to Bay of Bengal.
  • The range runs through Indian states of West Bengal, Orissa, Andhra Pradesh and Tamil Nadu.
  • Arma Konda with elevation of 1680m is highest peak of this region.
  • These Ghats are older than Western Ghats and they have some very important pilgrim sites like Tirumala Venkateshwara Temple in Andhra Pradesh.

दिल्लीतल्या राष्ट्रीय पोलीस स्मारकाचे राष्ट्रार्पण

• पंतप्रधान नरेंद्र मोदी यांच्या हस्ते दिनांक 21 ऑक्टोबर 2018 रोजी पोलीस स्मृती दिनानिमित्त नवी दिल्लीत उभारलेल्या राष्ट्रीय पोलिस स्मारकाचे राष्ट्रार्पण करण्यात आले आहे.
• याशिवाय, आपत्तीला प्रतिसाद देण्यासाठीच्या मोहिमांमध्ये सहभागी पोलीस आणि निमलष्करी दलाच्या कर्मचार्‍यांना सन्मानित करण्यासाठी नेताजी सुभाष चंद्र बोस यांच्या नावावरून एका पुरस्काराची घोषणा करण्यात आली आहे. लोकांचा जीव वाचवण्यामध्ये दाखविलेल्या धैर्यासाठी दरवर्षी हा पुरस्कार दिला जाणार आहे.

माजी पंतप्रधान अटल बिहारी वाजपेयी यांच्या नावावरून हिमालयाच्या चार शिखरांची नावे ठेवली गेली

• हिमालयाच्या प्रदेशात गंगोत्री या हिमनदीच्या जवळ असलेल्या चार पर्वतशिखरांना माजी पंतप्रधान अटल बिहारी वाजपेयी यांचे नाव देण्यात आले आहे.
• हे चार शिखर आहेत –
  
  • ‘अटल-1’ - 6,557 मीटर
  • ‘अटल-2’ - 6,566 मीटर
  • ‘अटल-3’ - 6,160 मीटर
  • ‘अटल-4’ - 6,100 मीटर

• हिमालय ही आशिया खंडात पसरलेली जगातली सर्वांत उंच पर्वतरांग आहे. हिमालय पर्वतरांगा भारतीय उपखंडाला तिबेटच्या पठारापासून वेगळे करते. येथे ‘एव्हरेस्ट’ (उंची 8848 मीटर) हे जगातले सर्वोच्च शिखर आहे. ह्या पर्वतरांगेची लांबी 2400 किलोमीटर पेक्षाही जास्त आहे. ही पर्वतरांग भारत, पाकिस्तान, नेपाळ, चीन, भुटान या देशांमधून जाते.

अमेरिका रशियासोबतच्या मध्यम पल्ला अणु दल संधीमधून बाहेर

• अमेरिकेच्या सरकारने 31 वर्षापूर्वी रशियासोबत झालेल्या मध्यम पल्ला अणु दल संधी (Intermediate-Range Nuclear Forces Treaty) मधून बाहेर पडल्याची घोषणा केली आहे.
• मध्यम पल्ल्याच्या अणु दल संधीवर डिसेंबर 1987 मध्ये अमेरिकेचे राष्ट्रपती रोनाल्ड रीगन आणि सोव्हिएत संघाचे मिखाईल गोर्बाचेव्ह यांनी पहिल्यांदा स्वाक्षरी केली होती. हा अणुशस्त्रांच्या संपूर्ण वर्गास नष्ट करण्यात मदत करणारा पहिला आणि एकमेव अणुशस्त्र नियंत्रण करार होता. यामार्फत 2,600हून अधिक क्षेपणास्त्रे नष्ट करण्यात आली.
• अमेरिकेच्या गुप्तचर संस्थेला रशियाने त्याचे नोवाटर 9M729 क्षेपणास्त्र नष्ट केले नसल्याचे आढळून आले. कराराच्या झालेल्या उल्लंघनामुळे हा निर्णय घेण्यात आला.

'कोप इंडिया': भारत, जपान आणि अमेरिका यांचा संयुक्त हवाई युद्ध सराव

• भारत, जपान आणि अमेरिका यांनी 'कोप इंडिया' नावाचा संयुक्त द्वैपक्षीय हवाई युद्ध सराव त्रिपक्षीय स्वरूपात करण्याचा निर्णय घेतला आहे. हा सराव भारतीय हवाई दलाकडून आयोजित केला जाणार आहे.
• हा हवाई युद्ध सराव डिसेंबर महिन्यामध्ये आयोजित केला जाणार आहे. या सरावाची रूपरेषा पश्चिम बंगालच्या कालाईकुंडा येथे एका बैठकीत आखली जाणार आहे.
• भारत आणि अमेरिका यांच्यात होणारा ‘कोप इंडिया’ हा सराव सर्वप्रथम 2004 साली आयोजित करण्यात आला होता.

भुटानमध्ये संसदेच्या निवडणुकीत ड्रक न्यामरूप शोगपा पक्षाचा विजय

• भुटानमध्ये संसदेच्या खालच्या सभागृहामधील 47 जागांसाठी झालेल्या निवडणुकीत ड्रक न्यामरूप शोगपा या राजकीय पक्षाने 30 हून अधिक जागा जिंकल्या आहेत. आता हा राजकीय पक्षा नवीन सरकार बनविणार.
• यावेळी प्रथमच भुटानच्या दशक जुन्या संसदीय लोकशाहीत ही अशी पहिलीच वेळ आहे, जेव्हा सरकार तयार करण्यासाठी एका नवीन पक्षाची निवड झाली आहे.
• भुटान हा हिमालयाच्या पूर्व भागात असलेला बौद्ध साम्राज्य असलेला देशा आहे. थिंपू हे या देशाचे राजधानी शहर आहे. भारतीय रुपया, भुटानी नगुल्ट्रम ही चलने देशात वापरली जातात. झोंगखा ही देशाची अधिकृत भाषा आहे.

अर्थव्यवस्था आणि बँकिंग

RBIने NBFCला वित्तपुरवठा करण्यासाठी बँकांना सवलत दिली

• भारतीय रिझर्व्ह बँकेनी तरलता (liquidity) संबंधी मानदंड सुलभ करून तसेच 31 डिसेंबरपर्यंत एकातरी NBFCसाठी कर्ज मर्यादा वाढवून गैर-बँकिंग वित्तीय कंपन्यांना (NBFC) बँकांकडून कर्ज पुरवठा होण्यासाठी सवलती प्रदान केल्या आहेत. या निर्णयामुळे बँकांकडून 59,000 कोटी रूपयांचा अतिरिक्त कर्ज पुरवठा होण्याचे अपेक्षित आहे.
• सध्या बँका स्टॅट्यूटरी लिक्विडिटी सिक्युरिटी (SLR) म्हणून सरकारी सिक्युरीटीमध्ये बँकांच्या नेट डिमांड व टाइम लायअॅबिलिटीज (NDTL) किंवा त्यांच्या एकूण ठेवीच्या 29% हून अधिक भाग स्वताःकडे ठेवलेला आहे, जेव्हा की RBIच्या सूचनेनुसार त्यांना किमान 19.5% भाग ठेवण्याची अनिवार्यता आहे.
• निर्णयानुसार, दिनांक 19 ऑक्टोबर नंतर NBFC आणि गृहनिर्माण वित्त कंपन्यांना बँकांकडून कर्ज मर्यादा वाढविण्यासाठी बँकांना सरकारी सिक्युरीटी वापरण्याची परवानगी देण्यात आली आहे.
• शिवाय, RBIने बॅंकांना एका NBFCला त्यांच्या भांडवली कोषामधून 15% पर्यंत भाग कर्ज म्हणून देण्याची परवानगी दिली आहे, जे पूर्वी 10% इतके होते. ही नवी मर्यादा 31 डिसेंबर 2018 पर्यंत वैध असणार आहे.

मुंबईने विजय हजारे करंडक जिंकला

• मुंबई संघाने यावर्षीचा विजय हजारे करंडक जिंकला आहे. बेंगळूरू शहरात खेळल्या गेलेल्या अंतिम सामन्यात मुंबईने दिल्लीवर मात केली.
• विजय हजारे करंडक स्पर्धेला ‘रणजी एकदिवसीय करंडक’ म्हणून देखील ओळखले जाते. ही क्रिडास्पर्धा मर्यादित षटकांसह सन 2002-03 पासून रणजी करंडक क्रिकेट स्पर्धेच्या पार्श्वभूमीवर खेळली जात आहे. या स्पर्धेचे प्रसिद्ध भारतीय क्रिकेट विजय हजारे यांच्या नावावरून नामकरण केले गेले आहे. यामध्ये 27 संघ खेळतात.

संरक्षण आणि सुरक्षा

705 कोटी रुपयांच्या दुरूस्ती खर्चाने INS विक्रमादित्य पुन्हा सेवेत

• कोचीन शिपयार्डमध्ये गेल्या पाच महिन्यांच्या दुरूस्तीनंतर ‘INS विक्रमादित्य’ पुन्हा सेवेत आणले जात आहे. ते दिनांक 23 ऑक्टोबर रोजी त्याच्या करवार येथील तळाकडे वाटचाल करणार.
• ‘INS विक्रमादित्य’च्या दुरुस्तीला 705 कोटी रुपयांचा खर्च आला आहे. हे जहाज भारताकडे असलेले एकमेव विमानवाहू जहाज आहे. 44,500 टन वजनी INS विक्रमादित्य नोव्हेंबर 2013 मध्ये भारतीय नौदलाच्या सेवेत नियुक्त करण्यात आले.
