    Only 10 Indian Scientists in list

    According to a report published by Clarivate Analytics; only 10 Indian scientists featured in the list of 4000 highly cited researchers across the world.
    It is only 0.25% of the 4000 highly-cited scientists of the world.
    China stands at third position with nearly 482 scientists.
    Sweden (53%), Austria (53%), Singapore (47%), Denmark (47%), China (43%) and South Korea (42%) are among the nations that have 40% of their Highly Cited Researchers selected in the cross-field category.
    India and China used to be on the same page in terms of contribution about 15 years ago but now China accounts for nearly 16%.

    What experts say?

    The list highlights the need to improve the research ecosystem in India and deal with problems like predatory journals. According to experts, Indian academicians lack focus on quality research.
    India has a negligible representation in the world’s highly cited researchers primarily because the nature of research is theoretical.

    SEBI allows custodial services in commodity market

    SEBI allows custodial services in commodity market

    Markets regulator Securities Exchange Board of India (SEBI) has allowed custodial services in the commodity derivatives market which would enable participation of institutional investors, including mutual funds, in the segment.
    Currently, the regulation on custodian of securities provides safekeeping of securities, gold or gold related instruments, title deeds of real estate and services incidental.
    However, it is not applicable for protection of goods, which are underlying assets of commodity derivatives.

    New Changes

    To enable participation of institutional investors in commodity derivatives market, the regulator has made necessary amendments in the custodian regulations so as to provide for requisite custodial services.
    The responsibility of custodians will not be limited to holding of securities but would also include holding of goods.
    The move is aimed at enabling participation of institutional investors such as mutual funds and portfolio managers in the commodity derivatives market.

    The Rajya Sabha on 03 Jan passed the National Council for Teacher Education (Amendment) Bill, 2019 that seeks to retrospectively grant recognition to certain institutions running teacher education courses as well as grant retrospective permission to start new courses.
    The Bill amends the National Council for Teacher Education Act, 1993. It applies to all Indian states except Jammu & Kashmir.

    Highlights of the NTCE Amendment Bill 2019

    The Bill grants retrospective recognition to institutions which offered teacher education courses after the establishment of the National Council for Teacher Education (NCTE) until the academic year 2017-18.
    The Bill also seeks to grant retrospective permission to start a new course or training in teacher education to institutions which satisfy certain conditions and which have offered teacher education courses after the establishment of the NCTE until the academic year 2017-2018.

    The Rajya Sabha on 03 Jan passed the Right of Children to Free and Compulsory Education (Amendment) Bill, 2019, that does away with the no-detention policy mentioned in the law.
    The House also passed the National Council for Teacher Education (Amendment) Bill.
    The Lok Sabha had passed the two bills in July during the Budget Session.

    Right of Children to Free and Compulsory Education (Amendment) Bill 2019

    The existing policy under the Right of Children to Free and Compulsory Education Act, 2009, prohibits schools from detaining students till they complete elementary education.
    The no-detention policy banned the practice of making under-performing children repeat classes in elementary school to ensure they do not drop out.
    It was meant to reduce the emphasis on year-end examinations and replace it with a form of evaluation that would track students’ progress through the year.

    Impact:

    Now, states can choose to hold a regular examination either at the end of Classes 5 and 8, or both. Students who fail this test will receive additional instructions and the opportunity to appear for a re-examination within two months of the declaration of the result. If the students still do not pass the exam, the state government may decide to detain them.
    However, if states choose, they can continue the no-detention policy till Class 8. No child can be expelled from school before they complete elementary education, the amendment bill states.

    Centre honours outstanding young entrepreneurs with National Entrepreneurship Awards

    The Ministry of Skill Development and Entrepreneurship will host third edition of the National Entrepreneurship Awards in New Delhi on 4th Jan 2019.
    The awards aim to recognize and honor outstanding young first-generation entrepreneurs and those who have contributed immensely in building the entrepreneurship ecosystem.
    Total of 43 awards will be presented this year. These include 39 awards for Young Entrepreneurs in different sectors and four awards for Entrepreneurship Ecosystem Builders.
    There are special awards for women, persons with disability, scheduled castes, scheduled tribes and entrepreneurs from areas with limited opportunities.

    National Entrepreneurship Award

    It was started in 2016 to encourage a culture of entrepreneurship across the country.
    The awards are divided broadly into three awards:
    1. Award Categories in Goods – Textiles, Engineering, agro products, etc.
    2. Award Categories in Services – Finance, Education, IT and ITES, Finance, Logistics, tec.
    3. Special Awards in different categories – Women, SC/ST, PwD, etc.
